Operation and Maintenance Plan: Prepare a plan that outlines daily, weekly, and monthly maintenance procedures for water quality, equipment checks, and chemical handling.
Complete the step 1 pool permit application form provided by NET Health.
Attach all prepared documentation, including site plans, equipment specifications, and construction plans.
Submit the application, plans, and applicable fees to NET Health’s Environmental Health Department. Review submission guidelines to ensure compliance with any format requirements (e.g., electronic vs. hard copy).
NET Health will conduct an initial review of your submission. They will evaluate the plans for compliance with local, state (TAC 265), and national (ISPSC) health and safety codes.
Common areas of focus include water circulation systems, fencing and barriers, water quality maintenance, emergency equipment, and accessibility.
If deficiencies are found, NET Health will provide feedback detailing any changes or additional documentation required.
Review the feedback from NET Health and make necessary modifications to your plans.
Resubmit the revised plans and any additional documentation required. It’s essential to address all corrections thoroughly to avoid further delays.
Once the modifications are accepted, NET Health will provide written approval of the plans.
Keep a copy of this approval document, as it will be required for inspections and to proceed with construction or renovation.
Construction or Renovation
With approved plans, you can begin construction or renovation of the pool.
Ensure all work is completed in accordance with the approved plans and in compliance with TAC 265, ISPSC, and rules and regulations.

Schedule pre-gunite and pre-plaster inspections with NET Health as required. These inspections ensure that the structural, plumbing, and electrical work is up to code before the gunite or plaster is applied.

Schedule a preliminary inspection with NET Health in order to address any corrections or requirements not addressed during the pre-gunite and pre-plaster inspection. Inspector will provide a final punch list of items that need to be corrected.
Final Inspection and Permit Issuance

After construction is complete, request a final inspection with NET Health once step 2 permit application, payment, and any outstanding paperwork is submitted to the department.
During the final inspection, NET Health will verify that the pool and surrounding areas meet all code requirements, including operational, safety, and emergency equipment standards.
Once the pool passes the final inspection, NET Health will issue a pool permit. This permit must be displayed at the facility and renewed as required by local regulations.
Ongoing Compliance and Renewal
Maintain the pool in compliance with all regulations and standards, conducting regular maintenance and water quality testing.
NET Health may conduct routine inspections to ensure continued compliance.
Be mindful of the permit’s expiration date and submit a renewal application before it expires.
Be advised that permits are non-transferable and when ownership and/or management changes a new permit must be obtained. For changes of management please contact NET Health’s office at 903-535-0037 so that NET Health may evaluate your specific situation to see if a new permit needs to be obtained at the department's discretion.
